I know there are quite a few quiet housing estates/suburbs in our area that driving instructors gather too. Theres no thoroughfare which makes it good for begginers and for practising manourvers.

These figure are very misleading,
Remember ther are no guarantees for you will have eough students and also how much would you be taking home?
Best way forward is to ask a local driving instructor above two questions.

Excellent list of thing to consider while you are taking lessons to ensure you getting value for money.
Also cheaper lessons does not mean poor quality, you may be living in very competitive catchment area

I think if you start thinking about instructors ability then there is danger that you are not focusing on your learning. Lets face it the student is no way qualified how good the instructor is.
I think you only need to change your driving instructor if during youir driving lessons he starts to talk about anything other than driving.
